PROGRAMME FOR INTEGRATED DEVELOPMENT AND ADAPTATION TO CLIMATE CHANGE IN THE NIGER BASIN (PIDACC/NB) REQUEST FOR EXPRESSION OF INTEREST (INDIVIDUAL CONSULTING SERVICES)

This request for expression of interest follows the General Procurement Notice for this programme that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) on 21 May 2019.
The government of the Federal Republic of Nigeria has received a loan from the African Development Bank towards the implementation of the Integrated Climate Change Development and Adaptation Programme In The Niger Basin(PIDACC / NB). The Federal Ministry of Water Resources (FMWR), the implementing agency, intends to apply part of the agreed amount for this loan to payments for establishing a Programme Coordinating Unit in Abuja. Consequently, part of the proceeds of the loan will be applied to engage the services of the following officers:
1. Procurement Expert
The consultant is expected to set up the Procurement system; put in place the basic procurement instruments (operations manual, directives and contract management documents in accordance with the requirements of the project implementation manual; set up market management tools adapted to the needs of the project, including the annual Procurement Plan and its periodic updating; develop mechanisms for monitoring the execution of contracts; develop the mechanisms, procedures and practices necessary for the integrity of the procurement system including the filing system.
The consultant must have at least an advanced university degree (Masters) in engineering, architecture, procurement, law, management, commerce or a related field or equivalent; academic or professional qualification in procurement will be considered a merit; 8 years of relevant professional experience in procurement of development projects with proven knowledge and practical experience in the procurement of goods, works and consultancy services under donor funding conditions; experience with donor-funded projects, and in using donor procurement rules and procedures. Experience of African Development Bank (ADB) or World Band procurement procedures is an advantage. The consultant must also have extensive knowledge in preparation of solicitation documents – Bidding documents and Requests for Proposals including TORs, evaluation of bids/consultancy proposals within a wide range of procurement methods; high level of precision in written communication, as well as excellent analytical and observation skills in reviewing and verifying documents; and be computer literate with demonstrable proficiency in Microsoft Word and Excel Spread sheet.
2. Financial Management Expert
The successful consultant will be responsible for the Administration and Finance component of PIDACC-Nigeria. He or she reports to the Project Coordinator and is responsible for the implementation of the project’s budget programmes and for the management of human and material resources allocated, recruited or acquired for the project needs.
The consultant must possess at least a Bachelor’s Degree in Accounting or its equivalent, and professional qualifications including membership and registration with Professional Accounting Associations. A Master’s Degree in Business Administration or Accounting will be an added advantage. The consultant must also have at least 8 years’ experience in a senior position in accounting and financial administration or financial monitoring of development projects with experience in the provisions of the International Accounting Standards; ability to set up and maintain computerized project accounting in accordance with required standards; desired experience in projects funded by multilateral donors including the African Development Bank (ADB); have appreciable knowledge of the ADB’s rules and procedures on financial management; have very good knowledge of IT tools (in particular Word, Excel, Access, accounting software etc.).
Terms of Appointment
Maximum of five years, renewable every year subject to satisfactory performance. The performance criteria will be the indicators for assessing every officer.
The Federal Ministry of Water Resources (FMWR), now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (comprehensive curriculum vitae including a description of similar assignments done and experience in similar conditions).
